Stephen was the count of Blois and Chartres, born around 1045 to Theobald III and Garsinde du Maine. He married Adela of Normandy, daughter of William the Conqueror, around 1090. In 1089, he inherited the titles of Count of Blois and Chartres after his father's death.

Stephen was a prominent leader during the First Crusade, commanding one of the major armies. He participated in the Siege of Nicaea and was involved in the Siege of Antioch, where he was chosen as a leader. However, he retreated from Antioch before its capture, which led to his disgrace and a second crusade attempt in 1101.

Stephen died on 19 May 1102 at the age of 56 or 57, executed after being captured in the Second Battle of Ramla. He was succeeded by his son, Theobald IV, as Count of Blois.
